When a tier level is purchased, it'll mark it on the gauge light green. Depending on the skill, it has multiple tier levels to upgrade into - defined by the empty slots located at the right side of the icon. Primarily, you have to purchase the upgrade with a currency called "Tech" in the game (which is like a blue colored nut icon), which is earned and rewarded to you every after successful mission in the game. These are passive skills that are beneficial to different recruits or certain circumstances in the game when availed. Passive upgrades in the game can be accessed through the wrench icon at the bottom part of the main hub screen.
